The other answers are correct. Newer graphics card’s fans do not spin until they reach a certain temperature. Unless you change the fan curve they will not turn on until said point. You can set a more aggressive speed and have them on all the time. Note though, that GPU fans are REALLY loud and if they are on all the time you will probably here it.
